Hour limits begin in Xbox Cloud Gaming: Microsoft is restructuring access and pricing
Microsoft is changing Xbox Cloud Gaming in November with monthly hour caps for Game Pass subscribers and a new non-subscription payment model.

Microsoft is kicking off a new era for Xbox Cloud Gaming in November. Game Pass subscribers will no longer get unlimited cloud streaming, but instead face a monthly hour cap. At the same time, the company is rolling out a payment model outside of subscriptions. The shift will affect not only how the service is used, but also the value attached to it.
How the new quota system will work
Under the new setup, separate hour limits will apply depending on the Game Pass plan. Ultimate users will be able to play cloud games for 15 hours per month, Premium users for 10 hours, and Essential users for 5 hours. Once the limit is reached, players will either have to wait for the next billing cycle or buy extra time.
This model ends the “included and unlimited” perception Xbox Cloud Gaming has had until now. The change is especially notable for the Ultimate tier, as the service has long been marketed as one of the standout perks of Microsoft’s most expensive subscription level. Now, that perk is defined by a fixed amount of time.
Xbox said the new system will go into effect in November. The company also stated that the change will affect only a small portion of Game Pass subscribers. The figure given was 4 percent.

Why Microsoft is taking this step
The company says cloud gaming costs are rising. In its statement, Microsoft emphasized that costs increase as more people use the service for longer periods. For that reason, monthly limits are being introduced to keep the service running and to continue investing in performance and reliability.
The turning point here is not only technical. Microsoft has offered an open-ended access model for cloud gaming for years. Now it is moving toward a structure that tightens monetization as usage grows. This looks like an extension of the harsher pricing trend seen recently in subscription-based game services.
According to the company, the practical result for some players will be higher costs. For those who rely on cloud gaming, this could directly affect users who treat the service as their primary way to play. For people without a console or those using portable devices, the hour cap could fundamentally change how they use the service.
